Defines "jetted articulated vessel" (JAV) as a vessel with a base pumping unit, articulated hose, and high-pressure media ejection device used to propel an operator or passenger.

Prohibits anyone under 16 years old from operating a JAV and requires all JAV operators to hold a certificate of personal watercraft operation.

Restricts JAV operation to stay at least 200 feet from docks, shores, piers, fixed structures, and 100 feet from other vessels, except during direct transit.

Modifies the definition of "water skiing" to include towing of persons behind a vessel whether or not connected by a towing line, and activities using the vessel's suction or wake.

Updates personal watercraft certification requirements and allows the Commissioner to modify age or certification requirements for authorized marine events with Coast Guard approval.
