Changes milk dealer, yogurt manufacturer, cheese manufacturer, and dry milk manufacturer licenses from annual to biennial (two-year) terms, with renewal applications due by July first of the second year following issuance.

Doubles biennial license fees for milk dealers, yogurt manufacturers, and subdealers from $100 to $200, cheese manufacturers from $100 to $200, dry milk manufacturers from $100 to $200, and stores from $60 to $120.

Changes commercial kennel, pet shop, grooming facility, and animal importer licenses from annual to biennial terms effective until the second December 31st following issuance.

Doubles biennial license fees for commercial kennels from $200 to $400, pet shops from $200 to $400, grooming facilities from $100 to $200, training facilities from $100 to $200, and animal importers from $100 to $200.

Designates the Department of Agriculture as the lead state agency for implementation, administration, and enforcement of the federal Food Safety Modernization Act.
