Establishes authority for the Commissioner of Energy and Environmental Protection to create a trout stamp with a maximum fee of $10, replacing previous pheasant and migratory game bird permit provisions.

Creates a new Connecticut Resident Game Bird Conservation Stamp with a maximum fee of $28 for hunting resident game birds, in addition to the existing Migratory Bird Conservation Stamp (maximum $17).

Expands discounted hunting and fishing permit fees to residents under 18 years of age (previously limited to ages 16-17), set at 50% of standard fees rounded to the next highest dollar.

Establishes a new three-day out-of-state bird hunting license for $35 to hunt migratory and resident game birds, with all collected fees deposited into the migratory and resident game bird conservation account.

Effective July 1, 2016; modifies the Citizens' Advisory Board to oversee both migratory bird and resident game bird conservation stamp programs and fund expenditures.
