Establishes eligibility for institutional financial assistance at public colleges and universities for in-state students without legal immigration status, effective for semesters beginning fall 2017 and thereafter.

Allows funding from anticipated tuition revenue to provide tuition waivers, tuition remissions, grants for educational expenses, and student employment to eligible full-time or part-time matriculated degree-seeking students and those in precollege remedial programs who demonstrate substantial financial need.

Requires the Board of Regents for Higher Education and University of Connecticut to establish procedures and develop application forms by January 1, 2017 to administer the financial assistance program.

Clarifies that institutions are not required to match the amount of federal student financial aid that eligible students would receive if they qualified for federal assistance.

Authorizes both the Board of Regents and University of Connecticut Board of Trustees to adopt necessary policies to implement the program.
