Prohibits any person from operating an unmanned aerial vehicle equipped with tear gas, deadly weapons, explosives, or incendiary devices, effective August 1, 2016.

Exempts law enforcement officers authorized by federal or state government to use unmanned aerial vehicles equipped with explosive detection, detonation, or disposal equipment for those specific purposes.

Establishes violation of the drone weaponization prohibition as a class C felony.

Adds violation of the weaponization prohibition to the list of offenses constituting "offense committed with a deadly weapon" under Connecticut General Statutes section 54-280.

Prevents municipalities from enacting local ordinances that regulate, restrict, prohibit, license, or otherwise affect the ownership, possession, operation, purchase, or sale of unmanned aerial vehicles, effective upon passage.
