Repeals and replaces Section 8-37s of the general statutes, effective July 1, 2016, to establish comprehensive data collection and reporting requirements for affordable housing.

Requires municipalities to submit monthly federal Bureau of Census building permit reports to the Commissioner of Housing.

Directs the Commissioner of Housing to prepare an annual fair housing report including a comprehensive list of state and federally subsidized housing developments, housing needs assessments by income level, and geographical targets based on opportunity areas.

Mandates that the subsidized housing development list include specific information such as developer name, location by address and census tract, affordability income requirements, unit count, bedroom numbers, population served, subsidy details, assistance duration, and use of funds.

Requires the annual fair housing report to include demographic data on residents (race, gender, ethnicity, income, marital status, familial status, disability status) organized by development while protecting individual privacy, and to be submitted to the General Assembly by March 31 each year.
