Commissioner of Housing shall designate three state-funded housing projects in Enfield, Hartford, and New Haven to conduct a pilot data collection study on elderly tenants (age 62+) and younger tenants with disabilities.

Study must examine occupancy census, rental rates, operating costs, municipal service usage, available support services, service gaps, and eviction proceedings over the past five years at each designated housing project.

Commissioner shall convene stakeholder meetings including property managers, residents, tenant advocates, municipal social service directors, first responders, and local service providers to gather information about each housing project.

Commissioner of Housing shall report study findings to the joint standing committee on housing on or before December 31, 2016.

All provisions become effective July 1, 2016.
