Authorizes the Insurance Commissioner to conduct market conduct examinations of insurance companies, health care centers, third-party administrators, and fraternal benefit societies in accordance with the National Association of Insurance Commissioners' Market Regulation Handbook.

Clarifies that domestic insurance companies and health care centers are not liable for salaries, fringe benefits, or travel and maintenance expenses of examining personnel, except when examined outside the state.

Provides immunity from liability for the Commissioner, authorized representatives, and examiners acting in good faith during examinations, and for persons communicating information in good faith during examinations.

Establishes confidentiality protections for examination workpapers, recorded information, and documents, which are not subject to subpoena and cannot be made public except to regulatory officials, law enforcement, or government agencies that agree in writing to maintain confidentiality.

Makes data provided in response to data calls exempt from public disclosure under the state's freedom of information statute.
