Establishes a task force to study professional development and in-service training requirements for educators under Connecticut General Statutes sections 10-148a, 10-148b, and 10-220a

Task force shall examine implementation of requirements by local and regional boards, content including duplicative training, annual time requirements, direct and indirect costs, and effects on instructional provision

Task force membership includes the Commissioner of Education (chair), one representative each from six education associations, and four persons selected by the Commissioner including an academic in social-emotional learning, a teacher, a paraprofessional council member, and one additional person

All appointments must be made within 30 days of the effective date, with the first meeting to be held within 60 days

Task force shall submit findings and recommendations to the joint standing education committee by January 1, 2017, and shall terminate upon submission of the report or January 1, 2017, whichever is later
