Establishes criteria for Connecticut State Seal of Biliteracy to be affixed to diplomas for students achieving high proficiency in English and one or more foreign languages, including American Sign Language and Native American languages, effective September 1, 2017.

Modifies interstate educator certification agreements to require candidates hold a bachelor's degree, pass approved post-preparation assessments, and complete an approved educator preparation program, rather than requiring prior teaching experience.

Requires bilingual education teacher candidates to demonstrate written and oral competency in English and the other language of instruction, with elementary certification valid for grades kindergarten through eight.

Creates a parent university grant program for educational reform districts to provide educational opportunities for parents and families, administered by the Department of Education for fiscal year ending June 30, 2017.

Extends supplemental transportation grants to Capitol Region Education Council for fiscal years 2016-2017 to support interdistrict magnet schools and meet desegregation goals; modifies education funding allocations for priority school districts and magnet school enrollment payment schedules.
