Establishes a task force to study declining student enrollment in Connecticut and collect state-wide school-age demographic data to inform potential changes to education funding laws and school district boundaries.

Task force shall examine causes of school-age population reduction, determine if it follows a cyclical pattern, analyze impacts on education investments, study demographic movement trends across rural/suburban/urban areas, and recommend changes for school district flexibility and regionalization.

Task force consists of 13 members including representatives from the Connecticut Association of Boards of Education, Connecticut Association of Schools, school superintendents, certified teachers, municipalities, regional councils of government, and experts in real estate, demography, economics, and workforce development, plus the Commissioner of Education.

All task force appointments must be made within 30 days of the effective date, with the first meeting scheduled within 60 days; administrative support provided by the joint standing committee on education.

Task force shall submit an interim report by January 1, 2017, and a final report by January 1, 2018, then terminate.
