Requires child care facilities with capacity for 10+ children to establish youth advisory councils by January 1, 2017, to create leadership opportunities, address grievances, and develop skills like peer advocacy and conflict resolution among residents.

Mandates youth advisory councils report quarterly to state youth advisory boards with recommendations for policy and practice reforms in child care facilities.

Adds requirement that children age 12 and older receive a foster family profile before placement in foster care, effective January 1, 2017.

Requires criminal history records checks for applicants seeking licensure or approval to serve as foster parents and for any household member age 16 or older.

Authorizes the Commissioner of Children and Families to require background checks for individuals with regular unsupervised access to children in foster homes.
