Adds new subsection (10) allowing disclosure of Department of Children and Families records to any person when the parent, guardian, foster parent, or prospective adoptive parent of a child receiving services has been convicted of child abuse, neglect, or related crimes under sections 46b-120, 53-21, 53a-71, or 53a-73a, for determining whether department services provide adequate protection.

Renumbers all existing disclosure categories in section 17a-28(g) from (10) through (28) to (11) through (29) to accommodate the new provision.

Maintains existing disclosure restrictions and requirements for all other authorized recipients, including law enforcement, courts, social services agencies, and child advocacy offices.

Effective date is October 1, 2016.
