Requires the Department of Children and Families to develop and regularly update a comprehensive strategic plan with goals, benchmarks, and performance measures, submitted to the General Assembly by July 1, 2010, with quarterly progress reports to the State Advisory Council and annual reports to the General Assembly and joint standing committee on children.

Modifies reporting requirements to route Department of Children and Families reports on the Connecticut Juvenile Training School and adjudicated youths to the joint standing committees having cognizance of judiciary and children matters (removing human services references).

Directs the Commissioner to work with Youth Advisory Boards to draft a "Sibling Bill of Rights" by October 1, 2013, addressing sibling relationships separated due to department intervention, and incorporate the final version into department policy.

Updates reporting requirements for behavioral health services, out-of-home placements, runaways/homelessness, permanency plans, and provider outcomes to specify reporting to the joint standing committee on children.

Makes minor technical revisions throughout the General Statutes affecting the Department of Children and Families, including gender-neutral language updates and corrections to statutory references related to adoption subsidies and child placement practices.
