Requires daily fantasy sports operators to register with the state, pay an initial $50,000 registration fee, and an annual renewal fee not to exceed $10,000.

Prohibits operators from allowing persons under age 18 to participate in daily fantasy sports contests.

Mandates regulations addressing participant fund protections, truthful advertising, contest integrity procedures, and protections for problem gamblers.

Exempts daily fantasy sports contests from the definition of "gambling" under state law, effective from passage.
