Changes citation issuance from mandatory ("shall immediately") to discretionary ("may") for nursing home and residential care home violations effective October 1, 2016

Extends the deadline for contesting citations from three days to five business days after receipt, and requires the Commissioner to provide written conclusions within five business days after an informal conference concludes

Increases maximum civil penalties for Class A violations from $5,000 to $10,000 per violation and for Class B violations from $3,000 to $5,000 per violation

Adds temporary management appointment as a new enforcement action the Commissioner may take for substantial non-compliance with facility requirements, in accordance with 42 CFR 488.415
