Extends whistleblower protections under Connecticut General Statutes Section 4-61dd to include Probate Court employees, allowing them to report corruption, unethical practices, violations of law, mismanagement, and gross waste of funds to the Auditors of Public Accounts.

Establishes protections against retaliation for Probate Court employees who disclose information or testify in investigations, with complaints filed to human rights referees who can award reinstatement, back pay, benefits, attorney fees, and damages.

Requires Probate Courts to post notices informing employees of their whistleblower rights and protections in a conspicuous, readily available location.

Directs the Attorney General to report findings from Probate Court investigations to the Probate Court Administrator, creating a mechanism for addressing systemic issues within the probate judiciary.

Takes effect October 1, 2016, amending Section 4-61dd to incorporate Probate Courts alongside state agencies, quasi-public agencies, and large state contractors in the existing whistleblower framework.
