Repeals and replaces Section 359 of Public Act 15-5 to expand the scope of a study on community-based health care services led by the Commissioners of Social Services and Public Health.

Adds two new study topics: cost savings to Medicaid from reducing emergency department transportation for nonemergency 9-1-1 calls, and payment models for expanded emergency medical services personnel roles developed by commercial payers.

Requires a preliminary report by February 1, 2016 on the original eight study areas and a separate preliminary report by October 1, 2016 on the two newly added study topics.

Extends the final report deadline from June 1, 2016 to December 1, 2016, with results submitted to joint standing committees on human services and public health.
