Repeals existing law requiring plastic bag providers to offer paper bags and replaces it with comprehensive single-use carryout bag standards effective July 1, 2016.

Requires stores to provide 50% recyclable bags made of at least 80% post-consumer recycled materials by July 1, 2018, and 100% of such bags by July 1, 2020.

Defines covered stores as full-line retailers with $2 million+ annual sales, establishments with 10,000+ square feet, and convenience food stores.

Exempts certain bags from requirements including prescription pharmacy bags, bags protecting items from contamination, unwrapped food bags, and bags for clothing on hangers or newspapers.

Directs the Commissioner of Energy and Environmental Protection to establish a memorandum of understanding with retail industries by January 1, 2017 to achieve 50% reduction in paper and plastic bag distribution by 2021 and expand recycling programs.
