Adds subsection (f) to Connecticut General Statutes Section 22a-1b requiring review of environmental impact evaluations if 10 or more years elapse between completion and commencement of a proposed action

Permits the Council on Environmental Quality to conduct the review only upon receipt of a petition signed by 100 or more members of the public requesting such review

Requires the environmental impact evaluation to be remade regarding any substantial changes identified in the review that relate to items specified in subsection (c)

Exempts any construction contracts entered by state departments, institutions, or agencies prior to the effective date from the requirements of this subsection

Takes effect upon passage
