Establishes a task force to study methods for reducing consumer packaging waste through source reduction, reuse, and recycling strategies.

Task force shall identify strategies to improve recycling infrastructure, increase consumer education, analyze industry reduction methods, and explore incentives for packaging producers to reduce packaging.

Task force shall develop strategies to achieve at least 25 percent reduction in consumer packaging in the state's solid waste stream by January 1, 2024, either through alternative waste management methods or an extended producer responsibility program.

Task force membership consists of nine members appointed by legislative leaders with expertise in packaging industry, recycling, solid waste management, extended producer responsibility programs, government, consumer awareness, and sustainable packaging design, plus the Commissioner of Energy and Environmental Protection.

Task force shall submit findings and recommendations to the joint standing committee on the environment by January 1, 2017, and shall terminate upon submission of the report or January 1, 2017, whichever is later.
