Prohibits state agencies from constructing new firearms training facilities on public land (state parks, forests, municipal parks) except on property purchased/leased before the effective date or property already used as a firearms training facility by federal or state government.

Requires state agencies that construct or expand firearms training facilities to incorporate noise-reducing methods, including baffles designed to reduce or redirect sound waves, with regulations to be adopted by the Department of Administrative Services in consultation with the Department of Energy and Environmental Protection.

Mandates that any proposed construction, expansion, or development of a firearms training facility receive approval by referendum from the municipality where the facility is located after an environmental impact evaluation is approved by the Office of Policy and Management.

Requires the Department of Emergency Services and Public Protection to conduct a study by January 1, 2017 to find a suitable replacement for the Simsbury firearms training facility, evaluating existing state facilities and assessing their capacity, operational hours, classroom facilities, expansion potential, and environmental issues.

Prohibits the Department of Emergency Services and Public Protection from preparing environmental impact evaluations for any firearms training facility until the replacement study is submitted to the joint standing committee on public safety and security.
