State agencies constructing firearms training facilities must purchase 30 acres for the facility and a minimum of 300 contiguous acres to be conveyed to the municipality at administrative cost only.

Municipalities receiving the 300-acre parcel must use it for open space purposes; if not maintained or retained, the land reverts to the state.

State Properties Review Board must complete its review of the land conveyance within 30 days of receiving a proposed agreement.

Firearms training facilities must incorporate noise-reducing methods, including baffles designed to reduce or redirect sound waves, with regulations to be adopted by the Department of Administrative Services in consultation with the Department of Energy and Environmental Protection.

Municipalities receiving grants for the 300-acre parcel under state grants in lieu of taxes shall receive 60 percent of the property taxes that would have been paid, with corresponding reductions to Department of Emergency Services and Public Protection appropriations.
