Requires alarm monitoring companies to attempt to verify whether an alarm activation is false by contacting someone at the premises or the subscriber before requesting police response.

Exempts subscribers from false alarm fines for the first three responses in a calendar year; fines range from $25 (fourth response) to $100 (seventh and subsequent responses).

Exempts alarm systems installed on state, federal, and municipal buildings or properties from false alarm fines.

Allows subscribers to appeal fines within seven days of notification to the Division of State Police, which will review and determine whether to waive the fine.

Permits municipalities to impose additional fines for false alarms under local ordinances, and allows alarm monitoring companies with visual or auditory verification systems to bypass the telephone verification requirement.
