Establishes a certification program for registrars of voters administered by the Secretary of the State in consultation with an advisory committee, with all existing registrars required to complete certification by July 1, 2017, and new registrars within their term or two years of taking office.

Requires certified registrars to complete at least 8 hours of annual training prescribed by the Secretary of the State or an approved third party to maintain certification, with remedial measures directed for non-compliance.

Creates a 6-member advisory committee consisting of one representative from the Secretary of the State's office, one from the State Elections Enforcement Commission, and four registrars of voters appointed in consultation with the Registrars of Voters Association of Connecticut.

Allows deputy and assistant registrars to participate in training programs for certification as certified Connecticut registrars of voters.

Directs the advisory committee to develop training programs for poll workers and an election law and procedures training guide for registrars, to be conducted by trained registrars or former registrars hired by the Secretary of the State.
