Establishes a working group to study the feasibility, costs, and benefits of having town clerks perform limited Department of Motor Vehicles functions currently handled at branch offices.

Working group shall examine DMV functions including original issuance, renewal and replacement of motor vehicle operator's licenses and identity cards, and original issuance and renewal of motor vehicle registrations.

Working group consists of 9 members: two appointed by House Speaker, two by Senate President Pro Tempore, one each by House and Senate majority and minority leaders, and the Commissioner of Motor Vehicles or designee.

All appointments must be made within 30 days of the effective date, with the first meeting scheduled within 60 days.

Working group must submit findings and recommendations to the joint standing committees on transportation and government administration by January 1, 2017, at which time it shall terminate.
