Establishes a working group to discuss state budget projections, trends, areas of growth, efficiency opportunities, federal budget activity, and spending control options.

Working group membership includes chairpersons and ranking members of the joint standing committees on appropriations and finance/revenue/bonding, plus four private sector members with budgeting expertise appointed by legislative leaders.

All appointments must be made within 30 days of the bill's effective date, with the first meeting scheduled within 60 days.

Working group shall submit recommendations to the appropriations and finance committees by November 1, 2016, and terminates upon submission of recommendations or that date, whichever is later.
