Eliminates asset limits for persons with disabilities engaged in substantial work efforts to qualify for medical assistance under Medicaid, effective July 1, 2016

Requires working disabled persons to have annual adjusted gross income of no more than $75,000 and maintain income disregard up to 200% of federal poverty level

Disregards retirement accounts, medical savings accounts, and funds designated for employment-related expenses with commissioner approval

Allows continued Medicaid eligibility for up to 12 months if a person involuntarily loses employment, provided they maintain workforce connection and requalify at the end of the period

Requires the Commissioner of Social Services to seek federal waiver to implement these provisions for the program under section 17b-597
