Appropriates $4.2 million to the Public Utilities Regulatory Authority for deposit into the public, education and governmental programming and education technology investment account for fiscal year ending June 30, 2017.

Requires third-party nonprofit community access providers to grant written consent within three business days to towns requesting to operate education and government access channels and to engage directly with cable companies for headend equipment use.

Deems written consent automatically granted if the nonprofit provider fails to respond within the three-day deadline.

Authorizes the Public Utilities Regulatory Authority to terminate a provider's service agreement and reopen the application process if consent is not provided within three days, with the termination process completed within 180 days.

Repeals Section 97 of Public Act 15-244, effective from passage.
