Extends tuition and extension fee waivers to veterans of post-January 1, 1960 military service and active Connecticut National Guard members at regional community colleges, Connecticut State University System, University of Connecticut, and Charter Oak State College, effective July 1, 2016.

Waives extension fees for educational extension programs and summer school sessions for veterans and National Guard members in addition to tuition, and ensures they receive the same course registration status as non-waiver students.

For veterans receiving federal Post-9/11 Veterans Educational Assistance Act benefits, boards of trustees shall waive tuition and extension fees exceeding the "veteran tuition benefit" portion calculated from total federal assistance.

Requires state appropriations to reimburse operating funds when tuition and extension fee waivers exceed 5% of revenue at regional community colleges and 2.5% at state universities and University of Connecticut.

Establishes course enrollment fee waivers at Charter Oak State College for war service veterans and National Guard members with similar federal benefit offset provisions.
