Modifies section 19a-906(b) of Connecticut General Statutes to allow telehealth providers to access patient medical history through either provider access to records or patient-provided information.

Changes requirement from "and" to "or," permitting telehealth providers to proceed with services when they have access to patient's health record OR knowledge of medical history provided by the patient.

Requires telehealth providers to inform patients about treatment methods and limitations of telehealth at first interaction and obtain written consent, which must be documented in the patient's health record.

Maintains existing standards requiring telehealth providers to communicate via real-time two-way technology or store-and-forward technologies and conform to applicable professional standards of care.

Effective date: October 1, 2016.
