Establishes state licensure for behavior analysts through the Commissioner of Public Health, effective January 1, 2017, requiring certification by the Behavior Analyst Certification Board.

Application fee for behavior analyst licensure is $350, with biennial renewal fees of $175; applicants must maintain current certification with the Behavior Analyst Certification Board.

Allows licensure by endorsement for those certified as behavior analysts in other states with substantially similar or higher requirements and no pending disciplinary actions.

Prohibits use of titles "behavior analyst" or "assistant behavior analyst" without proper licensure; violators are subject to class D felony charges with each contact or consultation constituting a separate offense.

Exempts from licensure requirements students in accredited programs, instructors, assistant behavior analysts under supervision, and family members implementing treatment plans under a behavior analyst's direction.
