Exempts routine maintenance, repairs, upgrades, and replacements of public water supply system components from requiring change in use permits, effective October 1, 2016

Applies only to water companies serving 1,000 or more persons that have filed a water supply plan pursuant to section 25-32d

Requires compliance with applicable best management practices for stormwater management, erosion and sedimentation control, and fuel and chemical handling and storage

Allows change in use approval to be included as part of project approval when the Department determines approval is required for water supply construction projects

Intended to reduce Department of Public Health permitting workload and allow staff to focus on core public water supply oversight tasks
