Requires the Department of Public Health to adopt regulations establishing minimum quality standards for school-based health centers, changing the requirement from discretionary ("may") to mandatory ("shall").

Defines "school-based health center" as a health center located in or on school grounds that provides comprehensive on-site medical and behavioral health services to children and adolescents through organized school, community, and health provider relationships.

Defines "expanded school health site" as a health center on school grounds providing medical or behavioral services including dental services, counseling, health education, screening, and prevention services.

Identifies eligible "sponsoring facilities" as hospitals, public health departments, community health centers, nonprofit health or human services agencies, schools or school systems, or Indian Health Service programs and tribal organizations.

Prohibits any person or entity from using the term "school-based health center" or similar terminology unless the facility meets the statutory definition.
