New Britain shall commission an independent environmental study within 180 days to examine potential impacts of converting approximately 131.4 acres of water company-owned land in Plainville to allow stone and mineral extraction.

Study shall analyze impacts on local hydrology, forest ecology, wetlands, water supply needs, reservoir safe yield, raw water quality, mitigation procedures, and required permits.

Water Planning Council and Council on Environmental Quality must review the study report within 90 days and submit written comments to New Britain regarding environmental protection and public water supply suitability.

New Britain shall post the report and council comments online and hold a public hearing within 30 days of receiving council comments, with a 30-day public comment period.

Water Planning Council shall submit the study, council comments, summary of public comments, and recommendations to the joint standing committees on environment and public health within 60 days of the public hearing.
