Establishes the Department of Economic and Community Development's Office of Film, Television and Digital Media as the state-wide point of contact for film, television, and digital media production permits on state-owned property, effective October 1, 2016

Authorizes the Commissioner of Economic and Community Development to issue state film permits to producers seeking to conduct filming on state property including highways, parks, airports, hospitals, and public university campuses, with required insurance coverage and the state named as additional insured

Eliminates state liability for injuries or damages resulting from approved film production activities on state property

Requires the Commissioner to establish guidelines for permit applications including a single coordinated application form, mandatory preapplication review process, agency contact points, and optional permit fees

Modifies the Department of Transportation's existing film permitting authority to require presentation of a state film permit before issuing a transportation department filming permit
