Department of Veterans' Affairs shall publish and maintain an informational webpage listing benefits, services, and programs available to veterans and their families from state and federal agencies, including eligibility requirements, contact information, and website links.

Commissioner of Veterans' Affairs shall publish a list of qualified veterans' charitable organizations, with three-year listing periods, effective July 1, 2013.

Qualified veterans' charitable organizations must be nonstock corporations incorporated for three or more years or tax-exempt 501(c) organizations for three or more consecutive years, and must be established for purposes relating to or on behalf of veterans.

Commissioner shall consider charity accountability standards, the ratio of charitable activity expenditures to fundraising and administrative expenditures, violations of chapter 419d, and other relevant information when determining organization qualification.

The qualified organizations list shall be published on the veterans' informational webpage, cross-referenced with the Department of Consumer Protection's charitable organization registry, and include a disclaimer that the state provides no warranty about content accuracy.
