Requires the Commissioner of Children and Families to notify the school employee, employing superintendent, school district, and Commissioner of Education within five working days after completing an investigation of abuse or neglect allegations against a school employee.

Mandates suspension with pay of school employees when the commissioner has reasonable cause to believe abuse or neglect occurred and recommends placement on the child abuse and neglect registry.

Requires removal of all references to unsubstantiated abuse or neglect reports from a school employee's personnel records and other records upon notification by the Commissioner of Children and Families.

Allows the Department of Education and local or regional boards of education to conduct separate investigations into a school employee's conduct based on unsubstantiated reports, provided such reports are not the sole basis for employment or certification actions.

Effective July 1, 2016.
