Establishes an eight-hour mandatory holding period without bond for persons arrested for family violence crimes if police find evidence of deadly weapon use or threats, serious injury, suicide threats, or other specified violent factors.

Requires police to release family violence arrestees after the eight-hour hold (or court presentation, whichever is earlier) if none of the aggravating factors are present, either on written promise to appear or with bond set by police.

Authorizes police to impose nonfinancial conditions of release on family violence arrestees (avoiding contact with victim, travel restrictions, weapon restrictions) if bail commissioners are unavailable, with documentation required on a Judicial Branch form.

Requires reporting to Department of Revenue Services when cash bail exceeding $10,000 is received for felony arrests involving use or threatened use of physical force, with copies sent to state's attorney and bail providers.

Makes violation of imposed release conditions a Class D felony for felony charges and Class A misdemeanor for misdemeanor charges, effective October 1, 2016.
