Requires applicants for land use permits and tax abatements to disclose in writing: developer names, addresses, websites and phone numbers; the specific purpose of the application; the applicant's relationship to the property owner and developer; and any prior contractual relationships with property developers regarding the subject property.

Mandates applicants update any changes to disclosed information within ten business days of such change.

Requires applicants to include a brief statement in any public notice identifying the specific purpose of the application.

Takes effect October 1, 2016.
