Amends Connecticut General Statutes section 9-167a to establish maximum membership limits from a single political party for state and municipal boards, commissions, and legislative bodies based on total membership size (ranging from 2 of 3 members to two-thirds for bodies with more than 9 members).

Exempts from political composition requirements certain bodies including town meetings, municipalities with charter or special act provisions, unconsolidated city councils, and district boards with annual receipts not exceeding $250,000.

Adds exemption for municipal advisory boards and commissions that do not have regulatory powers from political composition requirements.

Takes effect July 1, 2016.
