SB 330 - Demolition Permits

• Requires any person demolishing a building or structure to obtain a permit from the local building official
• Permit applicants must provide certificate of insurance with minimum coverage of $100,000 per person/$300,000 aggregate for bodily injury and $50,000 per accident/$100,000 aggregate for property damage
• Applicants must submit written notice from all utilities confirming service disconnections, proof of current demolition license, and a hold-harmless declaration protecting the town or city from negligence claims
• Permits must be signed by both the building owner and demolition contractor
• Allows towns, cities, or boroughs to impose a waiting period of up to 180 days before issuing demolition permits, except for structures acquired by the Department of Transportation for transportation projects
• If a waiting period is imposed, demolition work including site remediation and asbestos abatement is prohibited during the waiting period unless public health danger would result from the delay
