Establishes a pilot program effective July 1, 2016 allowing municipalities with populations under 3,200 persons to use automated speed enforcement devices to enforce speed limit ordinances and state statutes 14-218a and 14-219.

Limits each participating municipality to no more than two automated speed enforcement devices.

Requires a sworn police officer to review recorded images before citations are issued, and mandates mailing citations with image copies to vehicle owners within five days of the violation.

Requires warning signs be posted near enforcement devices at least 30 days before activation; designates vehicle registration as prima facie evidence of operator identity, with exceptions for leased or rented vehicles.

Devices must only activate upon detecting vehicle approach and probable speeding violations.
