Creates a web-based program for electronic submission of financial disclosure statements for campaign finance reporting, effective July 1, 2017.

Requires treasurers of candidate committees for statewide offices (Governor, Lieutenant Governor, Attorney General, State Comptroller, State Treasurer, Secretary of State, state senator, state representative, judge of probate) that raise or spend $1,000 or more to file all reports electronically.

Mandates electronic filing for treasurers of state central committees, legislative caucus committees, legislative leadership committees, and political committees raising or spending $1,000 or more, as well as those making independent expenditures.

Allows the State Elections Enforcement Commission to waive electronic filing requirements upon written request if good cause is demonstrated.

Establishes that electronically filed statements are timely if transmitted by 11:59 p.m. on the filing deadline, while hard copy statements must be received by 5:00 p.m.
