Increases University of Connecticut Board of Trustees from 21 to 23 members and governor-appointed trustees from 12 to 13.

Expands student representation from 2 to 3 elected student trustees, with elections held on alternating years: 2 trustees elected in even-numbered years and 1 trustee elected in odd-numbered years.

Requires one additional undergraduate student trustee elected by undergraduates to serve a one-year term beginning July 1, 2017, and one graduate/professional student trustee appointed by the Governor to serve a two-year term.

Permits alumni trustee elections to be conducted by mail or electronic ballot, with ballots remaining sealed until the return deadline, replacing the previous mail-only process.

Requires student trustees elected or appointed after July 1, 2013 (elected) or July 1, 2016 (appointed) to maintain full-time enrollment status throughout their service term.
