Prohibits police officers from intentionally recording body-worn camera footage of communications with other law enforcement, undercover officers, informants, officers on break, medical evaluations, non-suspect individuals in medical facilities, and individuals in mental health facilities unless responding to a crime suspect.

Makes body-worn camera recordings of domestic abuse victims, sexual abuse victims, homicide victims, suicide victims, accident victims, and minors confidential and not subject to public disclosure under the Freedom of Information Act.

Allows disclosure of recordings involving minors only if: the minor and parent/guardian consent, a police officer is accused of misconduct by the minor or parent/guardian and needs the recording for their defense, or defense counsel requests it as discoverable evidence for a criminal defendant's defense.
