Repeals and replaces Section 19a-2a of the general statutes, effective October 1, 2016, concerning the Commissioner of Public Health's powers and duties

Expands the Commissioner's authority to oversee both local health departments and district health directors (newly added language throughout)

Grants the Commissioner power to audit records of health departments and health districts when there is reasonable suspicion of impropriety by directors or employees

Defines "employee of such director" to include employees, consultants, and independent contractors retained by local directors of health, district directors of health, or their respective departments and districts

Requires the Commissioner to take enforcement measures when local health departments or health districts fail to effectively enforce state statutes or public health regulations
