• Prohibits the Connecticut Lottery Corporation from selling lottery tickets with expiration dates on and after October 1, 2016.

• Establishes a Lottery Tribunal consisting of three members appointed by the Claims Commissioner to hear claims from holders of expired winning Lotto tickets issued before October 1, 2016.

• Authorizes the Lottery Tribunal to deny claims, order immediate payment for claims up to $20,000, or recommend to the General Assembly payment for claims exceeding $20,000.

• Allows claimants with claims exceeding $20,000 to request General Assembly review of the Lottery Tribunal's decision within 20 days.

• Terminates the Lottery Tribunal on October 1, 2019.
