Adds sale of alcoholic liquor to minors under section 30-86 as a basis for bringing public nuisance abatement actions alongside existing offenses requiring three arrests, warrants, or citations.

Allows analyst signatures on laboratory reports for controlled drug and alcohol analysis to be made electronically in addition to handwritten signatures.

Expands indemnification for wrongful prosecution to include any member of a law enforcement unit, special capitol police, and Division of Criminal Justice inspectors, not just state police and local police officers.

Extends the enforcement period for financial obligations ordered by courts from ten years to twenty years following an offender's release from confinement.

Increases criminal lockout from a Class C to a Class B misdemeanor and expands the definition to include nonresidential units and deprivation of possessions within or on property of rented units.

Permits courts to issue standing criminal protective orders upon case dismissal or nolle prosequi, in addition to upon conviction, for specified violent and sexual offenses.

Adds conserved persons to the protected class for second-degree larceny charges involving embezzlement, false pretenses, or false promises, alongside persons aged 60 or older and disabled persons.

Includes section 53a-70b (additional sexual assault provision) in victim confidentiality and address protection statutes.
