Establishes licensing and regulatory framework for "limited lines travel insurance producers" to sell, solicit, or negotiate travel insurance through licensed insurance companies, effective October 1, 2016.

Permits unlicensed travel retailers to offer and disseminate travel insurance if designated by a licensed limited lines travel insurance producer, provided they do not evaluate policy terms or provide insurance advice.

Requires limited lines travel insurance producers to maintain a registry of designated travel retailers, designate a licensed insurance producer employee for compliance oversight, and ensure employee training on ethical sales practices and required disclosures.

Mandates that producers and retailers provide customers with policy descriptions, claims procedures, cancellation information, and contact details for the insurance company and producer before purchase.

Establishes violations by producers as unfair or deceptive insurance practices and violations by retailers as unfair or deceptive trade practices under existing state law.
